Julien Barba is the General Counsel and Interim Chief Legal Officer of TIBO Enterprises, with extensive experience in public business law, energy regulation, and cross-border infrastructure development. A member of the Paris Bar, he holds a Master’s degree in Regulation and Competition, as well as a degree in Public and Corporate Law. He has also completed advanced training in international regulatory, strategic, and regional affairs, including specialized international relations training at CHESD in Kinshasa.
Julien’s career spans leading international law firms, in-house roles within global energy groups, and advisory work for public institutions and private investors. He has extensive experience structuring, negotiating, and financing energy and infrastructure projects, including power generation, natural gas, renewables, mining, telecommunications, and transport assets. His work regularly involves concession agreements, supply contracts, and regulatory frameworks in the Congolese market.
As Chief Legal Officer, Julien Barba architects the legal and governance framework that underpins TIBO Enterprises’ long-term strategy and contractual discipline. He advises executive leadership on regulatory risk and strategic transactions, ensuring that TIBO’s investments and operating platforms are built on robust legal foundations. Through his leadership, TIBO advances disciplined growth while navigating complex legal, regulatory, and geopolitical landscapes.
